BCTG Avocats strengthens its expertise in public business law with the arrival of a team dedicated to public contract law.

With the arrival of Ludovic Babin as a partner and Marie Paquier as counsel, effective January 3, 2022, BCTG Avocats is building a team of recognized experts in public contract law. These arrivals strengthen the firm’s long-standing public business law department, which was previously headed by Paul Elfassi.

With 26 years of experience, including 14 years as a partner, Ludovic Babin assists his clients, both public (State, public institutions and public companies, etc.) and private (sponsors, lenders), in the financing, deployment and operation of infrastructure or public works, both as counsel and in litigation. His main area of expertise is assisting in the preparation of tender documentation, the drafting and negotiation of public contracts (PPP, concessions, public procurement, DSP, etc.) and the structuring of complex arrangements. He also advises on public economic law (spin-offs, restructuring, privatization, competition law applied to public entities, etc.). Ludovic Babin has a particularly recognized expertise in infrastructure, in the field of transport (rail, TCSP, airport), defense, telecommunications, sports, culture and hospitality (commercial catering, stores).

Marie Paquier has been a member of the Paris Bar since 2004 and has worked alongside Ludovic Babin since 2005. She has particular expertise in the preparation of competitive bidding procedures, the drafting and negotiation of complex public contracts (PPP, concessions, government contracts, etc.) and the resulting industrial contracts. Marie Paquier also assists public and private actors in litigation related to the award or performance of public contracts.
