On 8 January 2021, Paul Elfassi, the partner who heads the Environment and Public Law department and the Energy department of BCTG Avocats, participated in the Prospective Committee’s working group on marine energies. Paul Elfassi shared his experience during this session, which focused on the legal framework and financing of marine energies, and which covered the following issues: Debt or equity? Who bears and who insures the risk? What administrative framework is necessary to protect and support the objectives of the energy transition?

Other speakers also took part in the discussions: Mr A. Izzo and Mr R. Devogelae, in charge of project finance in Western Europe at the European Investment Bank, Julien Touati, a partner at Meridiam, and Mr F. Renelier, a senior account executive with BESSE.

The CRE’s Prospective Committee encourages discussions and debates on the energy transition. Its objective is to identify and anticipate technological breakthroughs and industrial transformations with a horizon of 10, 20 and 30 years.

This year, the Committee’s work is divided into four working groups that focus on the following issue: “Marine Energies”,New cities and new networks”, “Downstream metering” and the “Hydrogen vector.”

The Prospective Committee comprises a steering group of 41 leading figures who are actively involved in meeting the industrial, economic and social challenges of the energy sector (suppliers, network operators, consumer associations, elected representatives, academics, renewable energy players, etc.).
