BCTG Avocats advised the project company Parc Eolien Offshore de Provence Grand Large (PGL) on the financing of a floating offshore wind farm project off the coast of Port-Saint-Louis-du-Rhône (near Marseille) in France, with an installed capacity of 24 MW (3 SGRE turbines of 8 MW each).

Provence Grand Large, led by EDF Renewables and Enbridge Éolien France 2 S.à.r.l, a subsidiary of Enbridge Inc. and CPP Investments is the first floating offshore wind farm pilot project in France to reach financial close. The financing was made available by commercial lenders and the European Investment Bank, with a financial support from the Agency for Ecological Transition (ADEME in French) and the European Union (FEDER programme) for the construction phase.

The project company was advised by BCTG Avocats, with a team made up of Paul Elfassi (Partner), Aurélie Surteauville (Associate), Antoine le Dylio (Associate) for permitting aspects relating to environmental law, energy law and public law.

Clifford Chance also advised the project company Parc Eolien Offshore de Provence Grand Large on this operation.

Closed in November 2021, the financing of this project has marked a decisive step in the success of floating offshore wind farm projects in France.
