Marie Paquier

Public business law
Marie Paquier is counsel in the Public Business Law department, which she joined in 2022.
For more than 20 years, she has been advising all players, including public entities (local authorities, public establishments) as well as private entities (sponsors, lenders), involved in the construction and operation of infrastructure or public works.
Marie has special expertise in preparing competitive bidding procedures, drafting and negotiating complex public contracts (public-private partnerships (PPP), concessions, procurement contracts, etc.) and project contracts drafted as a “back to back” to public contracts (construction sub-contracts, operation and maintenance (O&M) sub-contracts, interface contracts, direct agreements, etc.).
In particular, it supports customers in the transport sector (ports, airports, railways, roads and motorways, urban mobility), defense, as well as the hospital, education, culture and hospitality sectors (museums, auditoriums, stadiums). She also represents clients in litigation concerning the award and performance of public contracts, including dispute management (claims, amendments, mediation).
Marie is the author of several articles on the subjects of public contracts and renewable energies.
She has also been recognized by Best Lawyers for her expertise in the field of public contracts.
