Hugues advises clients on public law issues.
Before joining the Paris Bar and Boken as a partner in 2014, he was an administrative judge for several years at the Administrative Court and then at the Paris Administrative Court of Appeal, and since 1994 at the Council of State where he was an assessor at the Litigation Section and a reporter at the Finance Section until 2010.
He was also advisor for social affairs to the Prime Minister (1993-1995), member of the Energy Regulation Commission (2008-2010), and general rapporteur of the Constitutional Revision Committee (2007) and of the Local Government Reform Committee (2009).
From 2010 to 2013, he was President of the Mont Blanc Highway and Tunnel Company and, from 2012, of the French Frejus Road Tunnel Company.
Hugues also taught constitutional law for nearly 9 years at the IEP in Paris, as a lecturer. He joined BCTG Avocats in January 2023, when the firms Boken and BCTG merged.
